The capture is larger than the amount authorized.
Why it happened
A capture can take up to the authorized amount and no more. The message states both amounts in minor units.
How to fix it
Capture an amount up to the authorized one. To take more, take a new payment.
Retrying: retry only after fixing amount, to no more than the authorized amount. This refusal happens while the request is processed, after its Idempotency-Key is claimed, so send the corrected request with a new Idempotency-Key.
